A console application is usually text based. Many games have been written like this (text adventures, dice rolling games, decision based games) but you can't use graphics so probably not the sort of games you're thinking of.

A gameserver (MMO) can be.
Though I guess you can use OpenGL to create separate windows from your console to render in.
