#1) make sure your sql server is up ( and you didn't specified port at which sql server is running line 2 )

#2) you can fire integrated php web server .

head to the directory containing this file
run the following command

$ php -S localhost:8080 -t .

without $

after that you can access that file on
https://localhost:8080/<filename.php>
