Should I master my css or start learning JavaScript
I completed html and somewhat css. I want to do freelancing

Being a master in anything is quite an achievement.
When you say you want to freelance, do you want to develop or design websites?
If you really want to stand out on the design side, maybe being great at CSS would be the go.

Learn the basics of CSS first, then move on to JavaScript. Once you reach HTML DOM in JavaScript, practice using HTML and CSS together with JavaScript. This way, you'll understand all three languages faster and more easily than if you focused solely on mastering CSS alone.

If you want to get into freelancing then you need to know your initial specialization. If you know HTML and CSS then you're ready to take on a CSS framework like Bootstrap or Tailwind. This means you can easily set up static pages and create production ready mock ups for developers. This is a valuable and important skill that many teams and even single clients depend on. Web *design* is often overlooked.
After that, JavaScript would allow you to make fully functional full stack applications. Start with front end and work your way to back end.
