On what principle are the leagues formed?

At the beginning, I believed that leagues are formed according to territorial characteristics together with the student's level, but in my league I constantly meet students from absolutely different countries and even continents...🤔

Most likely it works like this: when you complete a task without a league, you join the group that has free space and matches your rank. Otherwise, a new group with your rank is created and others join it.

It's like tough random, so to speak.
