consider 'Deep learning with python' book or some nice ebooks at o'rielly do exists

there is no "the best"....
maybe you won't like it....
for math maybe KhanAcademy. we used it at the university.
(and others as well, but those are not English)

but you can find free videos and documents, e-books, ..., just use your search engine
