Yes, but it depends on the program, if it is a simple program then it can easily run on android devices but if you are planning for something big it will require a PC or laptop

I suppose it is technically possible. You can make games with JavaScript, Python, etc. But you probably cannot compile anything. If you want to create a native Android app, you will eventually need a computer to do that part. But you could do JavaScript / web games using only a phone.
