You can probably use any language you want to 'hack'. You could for instance use javascript or SQL-queries to do something called crossed-site scripting, where you can manipulate data from the a website(Most websites today are protected against this). Another type of hacking is exploiting errors in certain systems, such as calling a cell phone company and request information of someone who is not you (this is called social hacking). To become a 'hacker' or to simply 'hack' things requires a lot of knowledge and skill, and you would need to invest a lot of time to reach such competence (if you don't want to use any third party programs). I would advise you to not try to attack any public creations with such methods, as there are laws against it, where you could be fined (and even jailed) for doing so. What you could do is make your own websites or games and try to hack them. That way, you know every detail about the security, and it's legal (to be sure, you can run your projects locally, as it might interfere with web-hosting policies and such).
