Which language is best to build an erp?

I want to make certain software like billing software, school management system etc. which language is the best to learn and Implement

Fastest working implementation you can get will be with HTML/JS/PHP + SQL (in my opinion). You can code basics of your system in a day or two with it. Other languages will be good too but it will be somewhat harder and time consuming, especially if you want to use C++.

I think php will not allow features like license key for activation and hiding the code from client

You are right, if you want to create pure desktop applications without web features - PHP is not your instrument. Then you can consider Java or C#, both of this languages are used in business programming often. C++ used more in game development. Can't say anything about Python and Ruby, hasn't seen a lot of vacancies with requirements of this languages.
