there's no css without html and there are already a lot of questions about css in the html challenges. so why do we need an extra weapon for css?

Yes please!
It'd be benefecial and quite appreciated to practice all the CSS attributes. It's gonna help in memorizing them and their purposes well enough; they're of a great proportion.
