Saidulu, CSS stands for Cascading Style Sheets. CSS basically is the template for the look or appearance of the website. It saves time coding the page when you use CSS. Imagine a resume or CV. You want it to look professional. You mostly do not follow your own design. You use a template. Same for creating business letters. You nowadays do not create your business letter format from memory. Most use the templates in Microsoft word and fill in the text of the CV to mimic the style of the CV template. This is the principle behind and the benefit gained from CSS usage in website creation.
