How to animate svg pictures?

hi experts, am not designer and came across svg format. Later when I Google, got more theoretical and technical info like scalable vector graphics and lossless format and can animate specific parts of each. Can anybody tell me what's the importance of it and also how to animate it in webpages. like on hover or mouse over etc

Thanks. If I have svg file say company logo, how should I animate it? should it be via CSS or JS or HTML itself?
