i'm trying to code a profile page for a website but i don't know how to make it so the user can upload an image from a photos file, i'm only using html, css, and javascript .

you should use some server side programming language.. that way you could use a database to store images, personal data, and anything else

ive tried using xampp but doesn't work for me, i understand php but cant use it.

it keeps crashing and saving random files to my desktop .

why can't you use it? I have used appserv to use MySQL and PHP, it works really well...
