What is the difference between a web designer and a web developer..?

Web design absolutely they code
But web designer just design layout,effect and neat to web page then They add those interface of web into codes.
(Will Expert at JavaScript(For animation),Photoshop,Css(Or another css framework),Flash)
Web developer....
Ahh...I think they might be like database manager?
(Will expert at JavaScript,Php,SQL,Java Applet,Ruby,Python,C/C++ etc.,)

(I can't sort difference between them -_-)
(Btw web design spirit can be inside web developer)
