but can you clarify it a bit ?

I didn't notice the HTML tag, as Mat pointed out. I agree with Sudhanshu though, Java is a good bet for what you're looking for. Works well in browsers. Also, I believe Unity may still support their web plugin, but don't quote me on that.

that's a big questions bro.... but u can try scratch language by mit to build. easy game or u can try java. it have gui.. development environment
