Can we install MAC OS in PC and program Swift program code?
Can anyone answer whether we can install IOS in PC for Swift Programms. or practice Swift coded?

Installing MacOS on/with Virtual machine(s) is leagal at the same scale as installing it on PC(s)... I mean it is illegal* too (there are some rare unconvenient way with MaxOS Server (Tiger? or other version?), but I can not remember all nuances about that one...) To start practice in Swift you can also use online playground/compilers/sandboxes, you need to google it (as I don't remember exact sites) or even search here in Q/A, 'cause there was a (small) thread about this...
* I myself think that it is even unfair sometimes, for example if you have old MacBook with MacOS distro and it's broken or you want to get more powerfull laptop but not from Apple (to pay less) you should be able to (re)use MacOS at least in this case... you payed for it when bought Apple MacBook/Powerbook/MacWhatever...

Swift was made open source, and can be used on Linux. There's a brief "getting started" at https://swift.org/getting-started/#installing-swift
IBM is using Swift for a lot of server side app dev, and there are Unbuntu communities developing with Swift.
If you're absolutely new to coding on a Linux environment, give yourself some time to learn command line basics, package management, etc. Consider a Raspberry Pi running Raspbian as a option for a learning environment.
note: using Swift outside of Xcode, you only get the language... not the frameworks that do things on iPhones, iPads, and Macs.

Daniel Oliver has the best answer here. You may not be able to (legally) install OSX on your PC, however installing Ubuntu is an option. You can install multiple OS's on your PC, so no need to convert from Windows to Ubuntu (or another linux distro) 100%.
Optionally you can run Ubuntu in a virtual machine. (Setup of Swift is identical.) This is what I went with on my main PC.
Once you have Ubuntu, you can download and setup Swift via the instructions in Daniels answer.

Swift program requires XCode and XCode requires MacOS X...
Installing MacOS on PC is illegal one... So I do not suggest that... If u still wanted to...u can install MacOS X with virtual machines like VMware, Oracle's VM Virtual Box, etc., on PC...

2.In the search field in the top-right corner, type Xcode and press the Return key. ...
3.Click Get and then click Install App.
4.Enter your Apple ID and password when prompted.
Try it.
