there is a list of options, i suggest you play with them all and chose your fav⭐🌟⭐🌟⭐ 1.Android studio 2.Eclipse 3.Netbeans 4.Intellij IDEA 5.App inventor 6.AIDE IDE 7.Anacode IDE 8.Java N-IDE etc...

Yeah, if know java and xml it can. Developer version is paid tho. Sketchware(also on play store) is more like a drag and drop concept if you're looking for that, plus, its free

I currently am learning java and xml for android by setting things up in sketchware then copying the source to AIDE so I can manipulate it

there are things that will do the work for you. Some MIT program I think. But for typical app development, Java handles the workload. If you mean mobile games and not just apps, then Unity and C#
