Why's it saying "Could not load the image" when the image path is correct"?

I specified a background image path, and it's correct, but it's not displaying on the page. On inspecting the element, it says "Could not load the image"

Are you testing your code in local host or in a host service? If you are in local host, just syntax options: path, html, css.
