Do I make myself a style guide before starting to code?

When in the web design/development process is the best time to start thinking about more concrete measurements of the single elements of a website? Since I want to make a website by myself should I make myself a styleguide before starting to get into the code? I'm overwhelmed and not sure what to learn first: more about good design or html/css and JS. How do you do the work all by yourself whats now mostly split up between Designers and Programmers?

if im getting this right, and correct me if im wrong, your asking so I need a sheet telling me all the styles for css, and the answer is no, you just need to learn them and memorize them because you wont have one if you get a job involving coding.

mostly... it is advisable to do what you can first.. remember that this one that you can do first is easier... anyway, it is a good practice to divide your problem.. I will say that go for UI first.. for me.. An attractive UI will keep me at bay working harder every time I see it.. I believe it will even affect positively my coding
