To layout a page in HTML4 you needed to divide the page in different parts, using the tag <frameset>. In each of these parts (frames) a separate HTML file was loaded. i.e. as a header, sidebar etc. With the new <header>, <aside>,< footer> tags in HTML5 it is no longer needed to use frames, making maintenance and appearance with CSS of the page easier. Use of frames is depreciated in HTML5 although the <noframes> tag can still be used for search engine optimization.
