Who can do this?

I'd tell you to shut up and take my money when you are able to write a program that can write code to its code. That would be the real Artificial Intelligence.

If it exists one day, it will change the world because we would program to teach the thing how to progran so that it can code itself to do certain things.

Facebook just shut down it's AI program because it developed a non-human language by itself to communicate with other AIs. So, what you're saying is not impossible.

No programming language can insert code while the code its running.

"No programming language can insert code while the code its running." Seriously? Google 'metaprogramming'. That's literally what you said. And ruby has this feature since 1995, C++ had it even before that.

I mean, if that is really a thing, why companies that do AI spend so much time at writing code for things that might happen instead of writing code to teach the machine what code needs to be written to fix a real time issue?

All hard, what programming language do you know that can do this. Only in front end that is possible and its not as good as it should be.

I think you read a couple lines of Metaprogramming in Google and think thats possible. Metaprogramming is a huge concept which involves a big variety of techniques. It started as a technique to create a program that spits out another program, and thats the way it has been since its creation in the late 50s. however, there has been other programs that have been coded to recognize its code, but I can not bring up any example of one that has been able to literally change its lines of codes. There is a reason AI is failing guys...
