percentage is relative to the browser size so it will resize if the browser is shrunk. With pixels it wont.

pixels are also dependent on screen size. a 100% size will always fill it's container (assuming 0 padding) objects sized by pixals will only fill a container if set to the same number of pixels as it's container.
