Which is good BOOTSTRAP OR CSS to use in website.

Bootstrap is made with CSS.

CSS is not made with Bootstrap.

Naturally, it depends on the requests of your clients, if you're making a project for personal use, feel free to use both, remember that Bootstrap requires some CSS lines to be adapted in your project, learn CSS is not optional, it is needed, Bootstrap is optional.

I love the Bootstrap layouts, but generally i don't use it in my projects, instead i use SASS to speed up the development.
