I love the Python Playground environment, unfortunately, I dont always have network access. Is there any way that I can download the python playground for offline access or is there another app like it?

Yes, you can use QPython. I personally don't like it but it will do the trick for you

for PC ->
install python interpreter
python 3 -- https://www.python.org/downloads/release/python-352/
python 2 -- https://www.python.org/downloads/release/python-2712/

for Android ->
install Qpython app
python 2 -- Qpython
python 3 -- Qpython 3

there are some other apps as well but qpython is the best and it doesn't need a network connection
