anyone can tell me if i want to be an web designer is it obligatory to learn photo shop? ??I am pretty much comfortable in html css and a little beat java script.

Nope but it's always better to have an extra skillset. In my opinion Paint.NET is good enough for day-to-day use except if you need serious editing.

If you really want to have a good salary then add photoshop to your skills. I guess most of front end developer nowadays has a good photoshoop skill. It makes you badass :)
