It all depends on how "intelligent or complex" the chat bot is. If the purpose of the chat bot is to gather data from user in a non intuitive way, the chat bot could offer a simple interface with multiple choices using simple conditions and loops.

However, for a much more "intelligent" chat bot, where it can understand user input better, Natural Language Processing and Machine Learning take central priority.
