I say Sololearn. you say why solo?
because on Sololearn you can ask a question whether you are a beginner, intermediate or just getting started.
my 1st question i had asked here had been answered by someone real quick. it was basic CSS stuff when i was a newbie.
you can ask anything related to code & you will get some satisfying answer, possibly more real quick most of the time.
check the Q/A. you can see questions asked by beginners & intermediate alike.
no restriction about asking coding questions.
just some tips & rules to follow.

StackOverflow is good, but I think it kinda requires you to understand programming as most responders respond as if you are supposed to know how to fix the error.
Quora is another one I think you should try. As not everyone expects you to already know how to program

If a beginner has a question, surely his question have been asked before by others; so he can just search and find the answer. About all basic questions are exist on StackOverflow, even advanced ones.
But if you're speaking about professional programmers, they know there are three ways:
1- StackOverflow to search
2- StackOverflow to ask
3- Other (<1%)
There's a third group, who are not beginners and professionals, they're something between these two levels. They should use both ways of two recent groups.
So, usually, for all programmers, there's one way: StackOverflow. In other words:
if (programming.problem)
window.open(STACKOVERFLOW);
