what is the best language for animation WEB ?

If you're trying to do web animation, Unity 3D is overkill and also requires them to have the plugin installed for Unity to work in the browser. Lot of unnecessary stuff just to have something animated. If you're creating a game, or something similar like a film/cartoon/etc.., then it's a plausible choice. If you're doing simple animation, then read below.

What type of animation are you trying to do? CSS and jQuery both have a lot of stuff in regard to animation, and I believe someone else was saying that canvas/SVG is also capable solutions (I haven't played with canvas/SVG, so I can't speak on that). You can even create the animation in a program and export it as an animated GIF that you can place directly onto your page. Again, it really just depends on the type of animation you're talking about doing.
