A hacker is really somebody who doesn't go by the norm, manipulates things to fit another purpose, while a programmer is a kind of inventor making things from scratch.

To be a hacker I recommend learning python/perl/ruby alongside bash. Also, I recommend using Kali Linux. You should of-course have a good understanding of coding and computers in general.
