yes using html CSS and js you can make games there are some famous games like angry birds cut the rope pacman and much more see any online gaming website there will be thousands and can see them on Google's webstore too. in fact many of the flash games have got html well html5 can't replace flash but it's games run fast with less resources and are lightweight. chrome os runs html5 game apps. however you will need high knowledge of that.
