How to get web developer job with no experience in IT industry but have developed some projects?

If you have a blog or your own website you can showcase your completed projects in there, provide links to the websites that you previously worked on, and focus or emphasize in composing your web content on explaining or describing the benefits your work had brought for the said clients. It is extremely important for the "head hunters" to know what you have got to offer, and for you to clearly identify yourself to them. You should also include the list of skills (optionally level), tools you are commonly working with (IDEs, editors, frameworks, libraries) because they will also need to know whether or not you will fit in their current dev team in terms of common/similar work tools and skills set. Knowing you are a web developer with experience will increase your chances for getting their attention, one more thing, considering you are a web developer I would probably suggest you to have your CV, portfolio etc. to be put on your blog or own website, that way, even if you still correspond / send your application through e-mail, you can link your website url in the e-mail and they can check you out to further see you.
