Is it possible to build a all in one programming language in other a build anything ...

I think it is better to build a language that consist of all HTML ,CSS ,JavaScript, SQL,Java,Python ,php ,C#,C++ and others.....instead of learning and doing it one by one.....at least it would be easier and faster .....hope am correct..

HTML and CSS are not programming languages. They are optimized for web design. The programming languages are optimized for code behind. Building a programming language to handle all these is like having someone learn carpentry, plumbing, welding and masonry. You might be able to manage it but will never be an expert in all.
