How long would it take for a beginner to become a highly skilled developer / ethical hacker?

Question

I'll be starting College by mid-2018, pursuing BCA. I'm certain merely covering up the syllabus won't be enough to achieve those heights. So how do you guys suggest I organize my time in order to gain as much skill in as many aspects of programming as I can?
