What is the process of making apps on playstore and how would you do it?

Is there a fee, a cheque and any of that sort involved?? And is it a long process? I need a run through of it please.

Yes, you have to pay 25$ and nothing more after that. But you buyable things in your apps, then 70% of the revenue goes to you and 30% goes to Google.
