Learn or Practice(do). Which are ones to start coding? Is it right if we do these 50%/50% or not?

You need to start learning first then you can practise, if you don't learn how can you even practise... Right?

I think a lot of people learnt programming but they don't start real coding yet. How it'll be if they get some project and do this and in the doing learnt programming?
