What level is needed to start working as a web developer?

That depends on the job, but i guess you have to know the basics of HTML/CSS and be familiar with JS. Better if you know jQuery, and/or another framework. Also for the backend; there's many languages, the most popular may be PHP or python, which you will have to be familiar with to create a proper website
