Can you publish an app to the google playstore through your cell phone or do i have to get a laptop? I did pay the fee already.

google console question. i tried muiltple times but it's not working for some reason. i paid the fee and closely followed the youtube videos showing examples. But its still not working. i did publish to amazon already using my phone. so im not sure if the problem is im using my cell phone and not a laptop. thanks for any help!!!
