Yes,you can but it's not support https and mobile,that means it looks very primitive . CSS will help to make it more decorative.🔴🔷✴️🔷🔴 HTML(HyperText Markup Language) is used to create static webpages, it was designed by W3C and WHATWG. CSS and JavaScript are used to make those webpages dynamic and more beautiful.

@Martin Taylor he was asking about a perfectly working web page, and personally I think a page with only HTML can never be considered a perfectly working page

@Martin Taylor, I can understand that you would say this, but back in the day they would call an old 15mb/s Router more the perfectly functioning, but norms have gone up, and nowadays is not considered perfectly functioning if you can't browse without having to wait half a minute for each page. the same happens with norms for web pages, nowadays only HTML pages should not be considered perfectly functioning web pages IMO
