I think there is no thing as "the best" since it is all going to depend on the needs of the software you are creating. You will need a database. MSSQL is there but you will have to pay for it. MySQL is open source.

Java if you need portability to different OS's (, C# if it is entirely for windows environments.

Learning each language's advantages and disadvantages will help you decide based on your current needs.

If you want to be productive. delphi is a options . I do not know another language where you can develop faster. Watch this video.
