try implementing what you have learned
this way you could remember tags by their function

You don't have to, simply try to remember the concepts and the core of the language instead of remembering function names, attributes, etc. just use the language actively in practice and you can't avoid not learning it then.

That's a very good question. I used to ask myself this question but not this time. Especially when i started learning coding. I used to remember just some few codes whenever I'm right at the page, but I forget everything whenever I try to practice.
But now I'm already familiar with HTML and CSS and can set web page menus, dropdown menus and lot 0f things.
I'm like someone who knows how to drive without a driver license :):):) . I know how to apply the attributes but I don't know their names and that is why I'm here to learn and know all the names of the attributes.

My little advice for you is to keep practicing on every particular part of a skill on different styles till you are good enough at it. when they sat an example of let's say how to create list, you can use the same rule to work and develop something else. Don't try to practice more than what you can remember and whenever you are walking, eating, or sitting, try to think of what you learned and how you did it.
I'm not a native English speaker and my vocabulary is very limited though I hope you understand what I want to say. Good luck.
