How a programming language is made?

okay , so we can code in certain languages. But, I wonder how they were developed? Just curious

@Jan Markus it's not "some friend say", it no my own oppinion (i'm jewish too, lol (no privilegies, too bad for me and nickname 'jewish rat' at shool)), but it really oppinion from 0chan(dot)hk (imageboard, they know english, if say in /c (code board). it opinion of Zolotce (Saniv on jewhub), who russophobic cool man, who dropped all and go to Ukraine. heh.
