Why is CSS not accept in the challenge weapons

Since HTML and CSS work hand in hand, and CSS can't produce many results as a standalone language, there are few questions that could be made, which are mostly "if page coloury thing (i forgot it) is RGB(0,0,0), what colour would we get?" There isn't really much for them to make as a challenge.
Edit: Most of the webpage relies on the tags made in HTML sheets.
