Yes, sometimes people don't use proper indentation
which makes code difficult to read ... specially for beginners...

It might be a ternary operator...
ternary operator syntax :
condition ? true : false
for eg :
int i=1;
cout<<(i>0) ? "positive" : "negative";
output : positive
