Can a person use SQL in access since it is a small database?

You mean Microsoft Access? yes you can, but it may not have full support on SQL, as opposed to Ms SQL Server, one thing I remember was the difference of asterisk used in searching and filtering records, in SQL the asterisk is represented by %, in Ms Access asterisk is represented by * like asterisk in console.
