i use droidscript for making android games in html
also you can use construct 2 or RPG maker (only PC)

Well, usually, you wouldn't use HTML for 2D games, neither 3D.

HTML is mostly used to create a website's / webapps' structure.

Not only that, but you will need some CSS knowledge as well as JavaScript to create brwosers game (mostly JS, though).
