Can i develop a website with only php without client side scripting langs

Yes, it just won't have the animations of the elements (for example a drop down menu ), etc. and using clien side scripting you can facilitate the work of the server by making the client's computer do some rendering or calculations so php should do all the job, but for small projects I think it doesn't matter that much.
