SoloLearners..! What is PHP really capable of doing?

Question

A general answer I got to this question is "Anything that is web based".
I've got an idea for a web app, around which I'd like to build my first php program. I think building stuff and exploring php is the best way I can expand my knowledge of it.

okay... so let's say I want to create a simple image converter or resizer. How it works is, you copy-paste the url of the image, set the desired format/size and click convert. And it gets converted to the same.
I'm sure you've seen many online converters like this for many types of files.

Is that doable? Is php capable of doing that?

I knows people that uses it as server scripting language, like python and so on.

It works? Yes.
Is the right choice? Maybe not, it depend on many variables.
