Yes you can. You will need to learn a modern JavaScript framework such as React, Vue or Angular. Don't forget your CSS though.

You can design an interactive dynamic web site with just JavaScript and html.
You don't even need a JavaScript framework (it is just harder ;-) )
Also, css makes it much easier to define the style, it is quite hard to implement the style with just JavaScript and inline html style.

Note that if you want to go further and implement some backend, you can do that still using JavaScript (with nodejs)
