How can I write a program in c# to work with client server and how to connect with a database ?

There's client side and server side.
To write a client side web app, use html with JavaScript.
To write a server side web app you can either use html with PHP and MySQL, or you can go for asp.net with C# and SQL server.
To answer your question, you write your page, using asp.net (in visual studio) then you need to connect to your database in SQL server with vs' visual UI. Or you can just write the connection strings manually. This is done by C# as well.
After that, you're ready to do programming with C# on your page and handle the data on the database. Things like viewing data, updating records, add, remove, login, logout, sign up, validation, data binding, and so on. To put your website on the internet, you'll need to buy a host, pick an address, and upload all the files of your website to your host.
