Is oblique as same as italic ?

In practice, yes, usually.
But they are different. Italic uses an italicised version of a font (compare italic Times to normal). Oblique applies a slant to all the characters. Most of the time when you use italic, it's actually making the font oblique because there's no italic variant available.
