i would like to answer, but could you be mote specific? what do you mean? want to setup a pc hardware service store? or just doing it at home for yourself?

youtube is full of videos about building a pc.
every piece of hardware comes with a testing/troubleshooting functionality or checklist. Basically, read the docs.

Discharge your static electricity (touch a metal water tap or big metal object in general) before handling circuit boards, to avoid possible damages that will be very difficult to troubleshoot.
